Leon Henderson (1895-1986) was born in Millville, New Jersey. He served in the U.S. Army in World War I. He graduated from Swarthmore College and taught at the Wharton School of Commerce and Finance at the University of Pennsylvania and at the Carnegie Institute of Technology. Henderson served as Deputy Secretary of the Commonwealth of Pennsylvania and worked at the Russell Sage Foundation in New York before moving to Washington, D.C. The National War Labor Board, a tri-partite body established in 1942 by President Franklin D. Roosevelt, was charged with acting as an arbitration tribunal in labor-management dispute cases, thereby preventing work stoppages which might hinder the war effort.
